新航留学移民服务中心由移民部 Nova Pathway Immigration Service Inc. 以及留学部 Nova Pathway Education Service Inc.组成，简称Nova Pathway。是由拥有加拿大优秀学历和丰富经验的专业留学及移民团队成立的加拿大留学移民服务公司。公司总部设在加拿大安大略省多伦多。公司创始人作为加拿大移民顾问监管协会 (ICCRC) 的成员，拥有十多年移民务工作经验，曾任多伦多著名大学留学部门的顾问主管，在超过十年的实践中成功处理过千宗移民及签证申请，并协助不少曾被拒的申请人重新获得加拿大身份。此外，我们团队均拥有加拿大高等教育背景及丰富的留学申请经验，熟悉加拿大教育体系，并与各大院校保持着良好的合作关系。

Nova Pathway Immigration Service Center, composed of the Immigration Department (Nova Pathway Immigration Service Inc.) and the Education Department (Nova Pathway Education Service Inc.), is abbreviated as Nova Pathway. Establishing by a professional team with outstanding Canadian qualifications and extensive experience, headquartered in Toronto, Canada. The founder, as a member of the The College of Immigration and Citizenship Consultants (CICC), has two decades of immigration related work experience and previously served as an immigration specialist in the international student department of a renowned university in Toronto. With almost twenty years of practice, the team has successfully handled thousands of immigration and visa applications, assisting many previously rejected applicants in obtaining Canadian residency. Additionally, our team holds backgrounds in Canadian higher education and has rich experience in study applications. We are familiar with the Canadian education system and maintain good relationships with major educational institutions.

加拿大正式成立新的移民顾问管理机构（CICC）
2021年11月23日，联邦移民、难民和公民部长肖恩-弗雷泽（Sean Fraser）正式宣布移民和公民顾问管理局（College of Immigration and Citizenship Consultants）的正式成立。这一管理局现在是全国各地移民和公民顾问的官方监管机构。所有收费的顾问必须获得该管理局的许可，才能与加拿大移民局开展工作。
移民部长在记者会上表示：“我们有义务保护那些希望来到我们国家的人们，我们正在履行这一义务。新的移民和公民顾问管理局将确保有抱负的加拿大人得到他们应得之专业和诚实的建议，并加强我们的移民系统，使其能够继续建设未来的加拿大。”
新的管理局将依照《移民和公民顾问管理局法》（College of Immigration and Citizenship Consultants Act）对移民和公民顾问进行监管。这个管理局具备新的权力和工具，可对专业违规行为进行调查，并对违规顾问进行惩戒。
注：2021年11月23日前，加拿大持牌移民顾问由加拿大移民顾问监管委员会ICCRC监管。
加拿大移民顾问监管委员会（ Immigration Consultants of Canada Regulatory Council，缩写为ICCRC）是在加拿大联邦政府、加拿大移民局资助和监督下成立，对加拿大移民顾问进行规范管理的专门组织和行业协会。ICCRC是加拿大政府、加拿大移民局唯一认可的加拿大移民顾问监管机构，其会员是加拿大移民局唯一认可的加拿大认证移民顾问。ICCRC会员目前可以代理移民申请人和客户向加拿大移民局提交申请，或在办理过程中，代表客户与联邦移民局联系处理相关事宜。设立ICCRC的主要目的是确保每一个加拿大移民、留学或签证申请者的权益不被非法的移民公司或个人所侵害。
加拿大移民顾问监管委员会为其正式成员颁发持牌移民顾问证书，上面有该会员信息和独有的加拿大移民顾问行业协会会员编号。 客户可以登陆ICCRC网站https://iccrc-crcic.ca 查询移民顾问的有关信息。在ICCRC查询系统无法查询到的移民从业人员即为通常所说的假移民顾问（Ghost Immigration Consultant），凡是接受假移民顾问的移民服务的客户，其合法权益不能受到保障，而且一经发现，其移民申请也会直接被拒。
加拿大持牌移民顾问被允许使用加拿大移民顾问行业协会的标志，但其他任何人使用该协会标志的行为是违法的。
新航留学移民服务中心 Nova Pathway Immigration Service Inc. 是加拿大联邦政府注册的合法移民公司，并且创始人和部门负责人均为ICCRC注册会员，也就是持牌移民顾问。新航留学移民服务中心目前的持牌移民顾问，分别为：Carol Tang, Aaron Zhu.
Opening of the College of Immigration and Citizenship Consultants (CICC)
On November 23, 2021 – Minister of Immigration, Refugees and Citizenship, hon'ble Sean Fraser officially annouced opening of the College of Immigration and Citizenship Consultants (CICC). This new CICC replaces the previous regulatory body ICCRC (Immigration Consultants of Canada Regulatory Council). Moving forward, the College will be the official regulator of immigration and citizenship consultants known as RCICs (Regulated Canadian Immigration Consultants). These immigration consultants must be licensed by the College to work with IRCC.
College will be responsible for issuing licenses and investigating professional misconduct of existing licensed immigration consultants. As per the news release, College has new powers and tools to investigate and discipline consultants. Now College will also be able to protect people from unlicensed consultants by
● entering a consultant’s premises to gather information for an investigation
● compelling witnesses to appear and testify before its Discipline Committee
● requesting court injunctions to address unlicensed actors providing immigration or citizenship advice without authorization
Furthermore, College has set higher standards for RCICs as following:
● New competency-based graduate diploma program will be only way to become RCIC.
● Also, individuals who want to become an RCIC, must hold a bachelor’s degree to be eligible for the above mentioned graduate diploma program.
● Existing RCICs must complete annual continuing professional development requirements and an annual practice assessment.
● This regulatory body is an important step by the Canadian government to ensure that RCICs are working with honesty and stay competent with new changing rules of IRCC. However, there are many unauthorized immigration consultants outside Canada, around the globe who do not meet these hefty requirements. Most of these unauthorized consultants are not even competent enough to handle immigration applications. As a result, price is paid by the Canada aspirants with visa refusal or in some cases ban due to misrepresentation suggested by these unauthorized immigration consultants.
It’s important that people who are planning on moving to Canada either for studies, work, tourism, or settling permanently, should understand the need of hiring a reliable and experienced RCIC. Hiring an RCIC to get their application prepared for immigration to Canada ensures that their application is handled by an individual who has extensive knowledge of immigration system, requirements and regulations. On top of this, applicants can enjoy a peace of mind against falling victim to fraud. Furthermore, if an RCIC is found to have a breach or violation of their professional code of ethics, applicants have the right to file a complaint to CICC against the consultant’s misconduct.
The Nova Pathway Immigration Service Inc. is a legitimate immigration company registered with the Government of Canada. Both the founder and department heads are registered members of the College of Immigration and Citizenship Consultants (CICC), meaning they are licensed and regulated immigration consultants.

Carol Tang is the Director, Senior Regulated Canadian Immigration Consultant (RCIC) and Ontario Commissioner of Taking Affidavit at Nova Pathway Immigration Service Inc. With close to 20 years of expertise, she has successfully guided thousands of international students, skilled workers, business owners, refugees, and astronaut families to attain Canadian permanent residency and citizenship. Carol also served as the first Chinese-Canadian Immigration Specialist at a leading Toronto university, assisting thousands of international students with study visas and immigration. She has a strong commitment to professionalism, ethics, and a passion for positively impacting people's lives, elevating the quality of study and immigration consulting services.
Aaron Zhu
新航留学移民服务中心资深持牌移民顾问 (RCIC)，加拿大移民顾问监管委员会 (ICCRC)会员，加拿大专业移民顾问联合会会员 (CAPIC)。美国南加州大学硕士，多伦多大学商学院MBA。曾任职于英特尔及安省政府部门，并拥有丰富的移民留学经验。Aaron以其专业的服务水准及敬业的服务精神，在处理申请的过程中与客户成为了互相信赖的朋友。Aaron深知手中的不只是一宗简单的申请，更是牵引着客户与其家人的未来，因此每个个案审理都额外谨慎严格，树立起专业、诚信和务实的服务形象。
Aaron Zhu is our Senior Regulated Canadian Immigration Consultant (RCIC) at Nova Pathway Immigration Service Inc. He is also a member of the Canadian Association of Professional Immigration Consultants (CAPIC). With a Master's degree from the University of Southern California and an MBA from the University of Toronto's business school, Aaron has a wealth of experience, having worked at Intel and the Ontario government units. Known for his professional standards and dedicated service, Aaron not only handles applications but also builds trusting friendships with clients. Recognizing that each application shapes the future for clients and their families, Aaron approaches every case with extra care, establishing a reputation for professional, trustworthy, and practical service.
Laura Luo
新航留学移民服务中心资深留学生顾问。曾任职于加拿大知名地产公司, 拥有丰富的客户服务经验。在加拿大生活超过十年，亲身经历过寄宿家庭, 转学, 租房, 找工作和移民等诸多留学中会遇到的问题。Laura凭借扎实的专业知识及认真负责的工作态度，为众多学生成功申请到多伦多大学、滑铁卢等知名大学。Laura 对各院校的入学要求和录取条件有着精准的把握，及时掌握各校的招生政策，结合学生自身对留学、移民和就业要求，为每位学生量身打造个人化留学方案，提高录取概率。同时，Laura为人认真负责、亲切友善的态度也赢得了客户的长久友谊和信赖。
Laura Luo is our Senior Student Advisor at Nova Pathway Immigration Service Inc. With a rich background in customer service, including working for a well-known Canadian real estate company. Laura personally understands the challenges of studying abroad, having faced issues such as living with host families, transferring schools, renting accommodation, job searching, and immigration.
